November Fee Notice: Transaction Fee and LMM Program Updates

Dear Member,

Effective November 2, 2026, subject to regulatory review, Texas Stock Exchange LLC (TXSE) will implement the following changes to its Fee Schedule.

Transaction fee changes

Add displayed liquidity, securities priced at or above $1.00: Rebate increases from $0.0031 to $0.0032 per share.

Add non-displayed liquidity, securities priced at or above $1.00: Fee increases from $0.0002 to $0.0006 per share.

Remove non-displayed liquidity, securities priced at or above $1.00: Fee increases from $0.0002 to $0.0006 per share.

Add or remove non-displayed liquidity, securities priced below $1.00: Transactions will be free, rather than charged 0.05% of total dollar value.

TXSE will also introduce a rebate of $0.0038 per share in securities priced at or above $1.00 for adding displayed liquidity in a TXSE-listed corporate security.

ETP Lead Market Maker Program updates

TXSE will revise the definitions of “Size Near the Inside” and “Time at NBBO” under its Lead Market Maker Program, which applies exclusively to TXSE-listed ETPs, and add notes clarifying the treatment of invalid or unavailable SIP NBBO conditions and the adjustment of percentage-based thresholds for leveraged ETPs.

“Size Near the Inside” will measure the minimum notional value of both bids and offers within 0.25% of the NBBO for at least 95% of the trading day. “Time at NBBO” will be the average of the percentage of time the LMM maintains at least $10,000 notional at the NBB and the percentage of time it maintains at least $10,000 notional at the NBO.

Periods when the SIP NBBO is missing, invalid, locked, or crossed will be excluded from denominators for NBBO-referenced metrics. Percentage-based thresholds for leveraged ETPs will be multiplied by the absolute value of the stated leverage factor; notional dollar thresholds will remain unchanged.

TXSE Listed Securities

For the current complete list of TXSE-listed securities, please refer to TXSE’s listings page. The $0.0038 per-share rebate for adding displayed liquidity in securities priced at or above $1.00 applies only to TXSE-listed corporate securities; ETPs are not eligible for this rebate. Members should note that TXSE listings are subject to change, and the list will be updated accordingly.
